PROBLEM TO BE SOLVED: To enable response control to be quickly and minutely performed when a DoS attack occurs.

SOLUTION: An authority server 30 is a server that manages optional domains and manages access control lists in which an authorization response or a reject response is specified by system, zone and domain. The authority server 30 performs response control referring successively to the access control lists prepared by system, zone and domain on the basis of a sending agency IP of a query request when the server 30 receives a DNS query request.
