A semiconductor integrated circuit is provided with one or a plurality of flip-flop circuits (10a, 10b), and a control signal generating section (20). The control signal generating section (20) outputs a control signal and controls operation and non-operation of the flip-flop circuits (10a, 10b). Each of the flip-flop circuits (10a, 10b) operates by receiving a clock signal and the control signal outputted from the control signal generating section (20).
