<P>PROBLEM TO BE SOLVED: To provide a system for objectively certifying a fishing period, place and method. <P>SOLUTION: A data reception part 12 of a fishery certification processor 1 acquires the location history information of a fishing boat under navigation, the engine of the fishing boat, and the operation history information of a fishery facility from a fishing boat terminal 2. A fish type/fishing method specification part 13 specifies a fish type and a fishing method as the object of certification, and a certification condition decision part 14 decides whether or not there is a period when an operating state satisfying the operation pattern of the fishery facility under fishing set in the fishery pattern information database 11 is recorded, and defines this period as a fishing period, and extracts the location of the fishing boat in the time in the period of the operating state matched with the fish type/fishery pattern as a fishing place from the location history information.
