PROBLEM TO BE SOLVED: To provide a polarizing film and a polarizing plate excellent in water resistance.SOLUTION: The polarizing film shows a ratio W/Ty of 0.145 or more, which is a ratio of a content percentage W[wt.%] of iodine elements with respect to a transmittance Ty [%] of a single body of the film with corrected visibility. The polarizing plate comprises the above polarizing film and a protective film laminated on at least one surface of the polarizing film.
