This capacitor uses a rolled capacitor element where a separator is intercalated between an anode foil and a cathode foil. The separator is provided with a low insulation portion in which the insulating function between the anode foil and the cathode foil is low. The low insulation portion may be provided in a range of 90% of the central portion in the capacitor element height direction, and in a range of 5 to 90% in the diameter direction from the capacitor element center. Thus, damage to a case or a sealing plate can be avoided when the capacitor has fallen into an abnormal state, and an abnormal situation, such as the capacitor element protruding from the case, can be avoided.
