PROBLEM TO BE SOLVED: To solve a problem that subscriber data are stored in a nonvolatile memory of a mobile phone in a form of a plain text as it is, the subscriber data are extracted from the nonvolatile memory of the mobile phone without the use of a legitimate setting terminal and the data are written in another mobile phone because the subscriber data are used for communication with a base station and transmitted in a timing defined in the communication protocol. SOLUTION: A PHS terminal 100 includes a flash ROM 30 for storing the subscriber data 31 encrypted by a private key of an adaptor terminal 150 and a public key 32 corresponding to the private key 52, and a RAM 20 for decrypting the subscriber data 31 encrypted by the private key 52 by using the stored public key 32 to temporarily store the subscriber data, and makes communication by using the subscriber data temporarily stored in the flash ROM 30. The adaptor terminal 150 includes the private key 52 and a public key 54 for encrypting/decrypting the subscriber data and sets the subscriber data 31 encrypted by the private key 52 to the PHS terminal 100.
