<P>PROBLEM TO BE SOLVED: To solve the problem that new fish reefs cannot be installed because of insufficient funds while recognizing that new fish reefs can improve decrease in fishing resources. <P>SOLUTION: A portion of a virtual fish reef is purchased, thereby easing purchasing fish reefs and allowing a public to buy them. Furthermore, data about waters and fish reefs are disclosed through virtual waters to increase the reliability of purchasers and increase investors. Also, dividends are provided to the purchasers by stimulating the purchasers' playful minds, so as to arouse their interest at all times and motivate the people who once purchased the reefs to continue purchasing.
