<P>PROBLEM TO BE SOLVED: To prevent lock waiting from being caused in updating a work table even when a large number of documents exist on a flow. <P>SOLUTION: In one or more tables 18 constituting a table group, a series of record groups based on an application ID are locked, and among available work table groups 1201, one work table group (for example, a work table group 1201-1) is generated. The record groups locked in the tables 18 are stored in one or more work tables constituting the generated work table group. Then, in each of the work tables constituting the generated work table group, addition, update, or deletion of a record is carried out.
