<P>PROBLEM TO BE SOLVED: To provide a developer, a process cartridge and an image forming apparatus where the storage capacity of a developer is secured without reducing space for developer storage in a process cartridge, a long life and the miniaturization of a machine can be made consistent, unevenness of density is not substantially generated, and a stable picture quality can be maintained. <P>SOLUTION: In the developer, an AR (aeration ratio) measured with a powder rheometer is 5.0 to 10.0. Further, the process cartridge comprises: an image carrier; and a development device for visualizing a latent image formed on the image carrier with a developer. The development device has a plurality of developer storage parts, and the aeration ratio AR of the developer measured with a powder rheometer is 5.0 to 10.0.
