<P>PROBLEM TO BE SOLVED: To create optical sheets with different optical characteristics from a single metal mold by providing the optical sheet with a second optical element for increasing off-axis luminance of the optical sheet and without spoiling an image of a display and by adjusting the second optical element. <P>SOLUTION: Light is made incident on one surface 88A and the light is emitted from the other surface 88B of an optical sheet 88. Then, a first optical element 90 for controlling at least any of an emitting direction, a range, a color and luminance distribution of the light made incident from one surface 88A is formed on the other surface 88B. The second optical element is provided on the other surface 88A of a base 91.
