PROBLEM TO BE SOLVED: To continue a security association (SA), which has been set between a mobile communications terminal and a communications partner apparatus, in an environment where the mobile communications terminal cannot seamlessly move in the communications network. SOLUTION: The mobile communications terminal 12 holds SA information decided between the mobile communications terminal 12 and a communications partner apparatus 15, updates the SA information, and performs encrypted communications between the mobile communications terminal 12 and the communications partner apparatus 15 based on the SA information. A maintenance and management server 17 carries out update of the SA information between the maintenance and management server 17 and the communications partner apparatus 15 in place of the mobile communications terminal 12 when the mobile communications terminal 12 is not connected to an IP network.
