PROBLEM TO BE SOLVED: To settle down as quickly as possible a trouble occurring within a correctional institution. SOLUTION: When the present location of a watchman is assumed to be within a closed region 100, this watchman may be thought to stay within any region of the closed region 100a or closed region 100b. In this case, the portable terminal 140 of the watchman has the history "BS-1→BS-4→BS-3" for reception of signals from the base stations, the watchman can be supposed to have entered the closed region 100a from the doorway 101 passing the route Ra. Meanwhile, the terminal 140 has the history "BS-1→BS-2→BS-3", the watchman can be supposed to have entered the closed region 100b from the doorway 102 passing the route Rb. Therefore, information can be transmitted to the other watchmen to quickly arrive at the trouble occurring field by automatically identifying that with which route Ra, Rb and the doorway 101, 102, the watchman having transmitted the occurrence of the trouble has entered the closed region 100.
