PROBLEM TO BE SOLVED: To provide an embedding device for electronic watermarks capable of reproducing content with high accuracy, irrespective of the presence or the absence of watermarks, suppressing increase in data amount and quality deterioration by embedding of watermark data, and embedding the watermark data, even in data after coding, and to provide an extraction device. SOLUTION: The embedding device for the electronic watermark is provided with a three-sample representative value generating part which reversibly generates one representative value, by applying a plurality of samples to a first function for converting a plurality of samples of the content into a single representative value among the first function and a second function for restoring the plurality of samples from one representative value; a determination part 3, which determines whether the representative value satisfies predetermined embedding conditions; and an embedding part 5, which embeds binary watermark data to the representative value which satisfies the embedding conditions, wherein the embedding part 5 adds a shifted amount to the representative value to be considered as the watermarked representative value, when the watermark data are one of the binary watermark data, and considers the representative value as the watermarked representative value, as it is, when the watermark data are the other of the binary watermark data.
