A method for designing a system on a target device includes identifying requirements for a control status register (CSR) to be implemented on the system. Register transfer level description for the CSR is generated in response to the requirements identified.

performing simulations on the system and a control status register (CSR) implemented on the system, wherein the system and the CSR are described in a format other than register transfer level (RTL); identifying requirements for the CSR by analyzing simulation results for the system; and generating RTL description for the CSR, to be implemented with programmable resources on the target device, with a hardware description language generator unit in response to the requirements identified.
