PROBLEM TO BE SOLVED: To recognize the congestion degree of a specific place easily in real time. SOLUTION: The specific place congestion information offering system includes a telephone number information/position information adding unit 102A for adding telephone number information and position information to an upward signal in a portable telephone 102 with a GPS function at the time of voice call, voice call termination, mail transmit, mail receive, and connection of the Internet; a telephone number information/position information extracting unit 101A for recognizing the upward signal from the portable telephone 102 with the GPS function at a base station 101, and extracting the telephone number information and the position information; a place name/position area converting unit 105 for converting a position area belonging to the designated position information to a specific place name; a congestion degree index calculating unit 106 for calculating an index of congestion degree based on the number of objective portable telephones with the GPS function to the specific place name, to which a congestion information request is given; and a specific place information offering unit 105 for offering the specific place name and an index of congestion degree level if a congestion information request is given by designating a specific place.
