A broadcasting system and a method for processing an EA(Emergency Alert) are provided to include information related to an EA to the non-image section of an analog channel and transmit the information in a transmitter and extract the EA information using only a tuner unit and an EAS controller in a receiver, thereby supplying power to only the tuner unit and the EAS controller when a TV power mode is a standby mode to reduce the power consumption of a TV receiver and shorten time required to process an EA message. A method for processing an EA(Emergency Alert) message comprises the followings: supplying power only to a tuner unit and an EAS(Emergency Alert System) controller if it is determined that a TV power mode is in a standby mode(302); receiving an analog video signal modulated and outputted after being tuned in the tuner unit and perform VBI(Vertical Blank Interval) slicing(303); checking whether contents related to the EA is extracted(304); converting the TV power mode into a normal mode if the contents related to the EA is extracted(305); tuning a digital channel for transmitting an EAT(Emergency Alert Table)(306); parsing the EAT(307); determining whether a compulsive conversion into an EA broadcasting channel is necessary(308); and converting into the EA broadcasting channel compulsively(309).
