A base station generates an activation FA set on a terminal based on the channel quality indication (CQI) information of a serving beam and an output beam received from the terminal, determines the transmission priority of the each FA in the activation FA set by using hybrid automatic repeat request (HARQ) feedback information on the each FA on the activation FA set received from the terminal, schedules data according to the transmission priority of the each FA in the activation FA set, and transmits the data to the terminal. So, an increase in uplink transmission can be prevented.
