PROBLEM TO BE SOLVED: To provide a tilt device that enables a bottom rail to be lowered by self-weight in a fully-closed state of a slat without reference to a position of the bottom rail, and a horizontal blind.SOLUTION: A tilt device according to the present invention includes a support member, and a tilter drum which is rotatably supported by the support member. The tilter drum is provided with a lift suppression part which comprises an outer peripheral groove in such a manner as to go around its outer peripheral surface and which restrains a slat support cord, latched to the outer peripheral groove, from being lifted from the outer peripheral groove.SELECTED DRAWING: Figure 1 |
