PROBLEM TO BE SOLVED: To provide a fingerprint detecting device having a low-cost structure that provides high reliability, while making as small as possible an increase in number of processes for preventing static breakdown. SOLUTION: A dummy electrode 8 obtainable from the same process as a detecting electrode 7 is disposed around the detecting electrode 7. The covering state of an insulating film 9 reflecting a step in a contact hole 61 linking the dummy electrode 8 to a wiring layer 5 is such that the thickness T3 of the insulating film on top of the dummy electrode 8 is smaller than the thickness T30 of the insulating film on top of the detecting electrode 7. Even the application of an electrostatic load equal to or greater than the insulating withstand voltage of the insulating film 9 leads only to the breakdown of the top of the dummy electrode 8 and does not lead to a decrease in detecting capability. |
