IMAGE ENCODING DEVICE, IMAGE DECODING DEVICE, AND METHOD THEREOF

There are provided an image encoding device, an image decoding device, and others capable of using a scan pattern specially set by a user. The image encoding device and the image decoding device employ a new method for adaptively changing the scan pattern of an orthogonal conversion coefficient. This new scan pattern is encoded in the encoded bit stream of a video sequence and can use an optimal scan pattern for each picture. By adding a small amount of header information, it is possible to select a scan pattern having a preferable compression efficiency of the entropy encoding, thereby increasing the video sequence compression efficiency.
