PROBLEM TO BE SOLVED: To provide a developing roller which does not have a conductive elastic layer, has a surface less worn and not flawed after printing a large number of sheets, consequently has less filming generated and has a very high durability; and to provide a developing method using the developing roller, and an image forming method. SOLUTION: With respect to the developing roller which has a coating layer on an outer periphery of a conductive shaft and has a one-component developer carried on a surface of the coating layer to visualize an electrostatic latent image formed on a latent image forming member, universal hardness (HU(1.0μm)) in a depth of 1.0μm from the surface and universal hardness (HU(5.0μm)) in a depth of 5.0μm, which are measured under a measurement condition that a constant load application speed is 1(mN/mm<SP>2</SP>/sec), satisfy conditions 5.0<HU(1μm)<50.0 and 50.0<HU(5μm)<200, wherein the unit of universal hardness is represented by N/mm<SP>2</SP>.
