<p><P>PROBLEM TO BE SOLVED: To provide an electronic money charger for surely preventing a user from leaving a cash card or a credit card in a money reload terminal which reloads electronic money to a money card or a portable telephone set. <P>SOLUTION: This electronic money reload terminal is provided with an identification information reading means for reading identification information recorded in a card C inserted from a card slot 3; an identification information authentication transmitting/receiving means for transmitting the read identification information to a settlement card center, and for receiving authentication of the identification information from the settlement card center; and a non-contact IC card reader/writer for reloading electronic money to a non-contact IC chip loaded on a recording medium when receiving authentication from the settlement card center.
