<P>PROBLEM TO BE SOLVED: To perform communication with a reduced network load when traffic on the network side is tight. <P>SOLUTION: A user terminal includes: when originating a call through a circuit switched network, a restriction state determination unit for determining whether an access to the circuit switched network is restricted; a voice message conversion unit for, on determination that an access to the circuit switched network is restricted, converting a voice message from a caller to a receiver into a text data according to a predetermined operation by the caller, so as to packetize; and a communication control unit for controlling to transmit the packetized voice message through a packet switched network. <P>COPYRIGHT: (C)2013,JPO&INPIT |
