PROBLEM TO BE SOLVED: To simplify processes and prevent the breakage of a lining member in secondary lining of the surface of a segment of a shield tunnel. SOLUTION: When primary lining is applied to a segment of a shield tunnel and secondary lining is applied to a prefabricated panel on the surface of the segment, the lug of the panel is inserted into an insert portion previously provided in the segment to temporarily lock the panel. Then, a bolt is inserted in a bolt mounting portion of the panel and threaded to the insert portion of the segment to fix the panel. Further, a gap between adjacent panels is shielded with a sealing member.
