PROBLEM TO BE SOLVED: To reduce the local wear of a work roll by providing an upper IVC work roll which is opposed to and brought into contact with an upper IVC back-up roll and a lower IVC back-up roll which is opposed to and brought into contact with a cylindrical lower work roll which is apart from the upper work roll and shifting the upper and lower back-up rolls to the upper and lower work rolls. SOLUTION: One cylindrical work roll 44 and one IVC work roll 46 and moreover the upper IVC back-up roll 48 and a lower IVC back-up roll 50 are provided. One or more upper and lower back-up rolls may be provided. At least a means for shifting the upper IVC back-up roll 48 is provided. In both IVC rolls, vertical deviation from the center where an X equals 0 on both the right and left sides of the IVC roll is (y) at the distance X from the center of the roll which is shown by the center line.
