PROBLEM TO BE SOLVED: To prevent the impact absorbing performance from dropping by generating a certain impact absorbing load in the later half of stroke of a steering column in the event of secondary collision. SOLUTION: The second projection 30h to deform plastically the second plastically deforming part 48b and a third plastically deforming part 48c is equipped with a tapered curving surface 51 with the radius gradually contracting linearly as going upward from a stepped surface 30g and a widening part 52 with the radius increasing from the over-part where the radius of the curving surface 51 is reduced maximally. The second plastically deforming part 48b and the third plastically deforming part 48c engaged with the curving surface are squeezed while they move upward from below the curving surface.
