<p><P>PROBLEM TO BE SOLVED: To provide a terrestrial digital broadcasting system capable of automatically detecting a reception failure in an SFN area and automatically eliminating the reception failure in SFN broadcast wave relay, to provide an operation management method thereof, and to provide a management device. <P>SOLUTION: In a transmission management system relating to the present invention, a studio 40 collectively manages measurement results of a field measuring instrument 21 installed in a relay station 20 having an SFN relation with a master station 10 and a field measuring instrument 31 installed in a monitoring station 30. On the basis of the results of the measurement, the studio 40 judges whether a broadcast wave received by the monitoring station 30 satisfies an SFN condition and whether the relay station 30 has abnormality.
