This virtual network control device performs allocation of physical resources in response to a request for virtual network embedding, and is provided with a virtual network control agent, and a physical network resource management agent which manages the status on utilization of resources on a physical network at respective times in the future. The virtual network control agent includes: a demand prediction means for predicting a future demand over the virtual network; and a utilizing resource determination means for calculating, on the basis of a demand prediction result obtained by the demand prediction means and on the basis of information regarding the status on utilization of resources on the physical network in the future obtained from the physical network resource management agent, the physical resources to be utilized by the virtual network at respective times in the future, and for notifying the physical network resource management agent of the information on the physical resources relating to the calculation result.
