<P>PROBLEM TO BE SOLVED: To provide a valve device having a simple structure capable of suppressing wobbling of a shaft body by pressure of a fluid in the valve device and reducing resistance upon passing of the fluid, and a hot water supply device having the valve device. <P>SOLUTION: A first valve element 13a is connected to the shaft body 12 to be positioned between a first opening part 11a and a second opening part 11b in a flow passage 11A, and has a disc shape with an axis C-C as the center, formed with a first cutout 13a1. A first shielding part 14a can open and close the first cutout 13a1 of the first valve element 13a by rotation with the axis C-C of the first valve element 13a as the center. The shaft body 12 has one end for connecting with a stepping motor 2 and the other end positioned at the opposite side of the one end.
