The present invention relates to a copolymer of an acrylic-modified chlorinated polyolefin resin, and a plastic primer coating composition comprising the same, which can enhance the pigment dispersibility and heat storage capacity of a coating by modifying a non-modified chlorinated polyolefin to an acrylic monomer having a tertiary amino group to use as a binder of a vehicle bumper primer coating composition, and can increase the content of a chloride group within a coating layer through a salt formation of a chloride compound with a main chain to enhance initial adhesion and adhesion at the time of recoating.
