PROBLEM TO BE SOLVED: To obtain the subject composition having a good viscosity stability and compatibility at the time of mixing both components, capable of forming a coating film excellent in fouling resistance, etc., and useful for surface finish of a material such as a metal by including a modified condensate of an alkoxysilane as a fouling reducing agent in a specific aqueous coating material. SOLUTION: This composition is obtained by combining (A) an aqueous coating material at pH <=8.0 containing a synthetic resin emulsion containing preferably a carboxylic acid-containing monomer in <=5.0% weight ratio based on the total weight of the monomer such as an acrylic resin-based emulsion as a binder with (B) a modified condensate of an alkoxysilane having preferably >=1 polyoxyalkylene groups in an amount of 1.0-40.0 pts.wt. based on 100 pts.wt. of solid content of the synthetic resin emulsion of the component A and expressed in terms of SiO2. The component B is obtained by carrying out transesterification of, e.g. a condensate of tetraethoxysilane with a polyoxyethylene glycol, etc.
