PROBLEM TO BE SOLVED: To obtain a film capable of converting blue light into red light in high converting efficiency by composing a resin dispersing specific rhodamine dyes and an organic electroluminescent element capable of emitting red light in high efficiency by combining the film with a source of luminescence such as the organic electroluminescent element or the like. SOLUTION: This film is composed of (B) the resin (e.g.; an urethane resin) dispersing (A) the rhodamine dyes having (i) cycloalkyl group and/or (ii) hetrocycle as a sterically hindering group. The compound of formula I [at least one of each R1 and R4 are a 3 to 12C (substituted)cycloalkyl and the rest is a 6 to 24C (substituted)aromatic group or the like; R5 is an aralkyl or the like and the benzene ring bonding -COO R5 optionally having a substituent; A- is a counter ion] is cited as the component (i) and the compound of formula II [R6 to R9 form a heterocyclic ring in which one or more pairs of R6, R7 and R8, R9 bond through a 3 to 9 (un)saturated bonding group including N as the heterogeneous atom and the rest is H or the like] is cited as the component of (ii).
