PROBLEM TO BE SOLVED: To obtain the subject admixture which can reduce the elusion of the harmful substances from a solidified product prepared by solidifying soil, sludge, or the like, polluted with the harmful substances with a cement solidifying material, by including a moncsaccharide and/or a disaccharide. SOLUTION: This admixture for reducing the elusion of harmful substances contains at least one of a monosaccharide (preferably a monosaccharide having a reducing force) and a disaccharide (preferably a reducing disaccharide). The admixture can be added to produce a cement-based solidifying material. Therein, the admixture is preferably added in an amount of 5×10-5 to 1×10-3 pts. mole (0.008 to 0.17 pts.mol. converted into the monosaccharide) per 100 pts.wt. of the cement-based solidifying material. The cement-based solidifying material containing the admixture is preferably added in an amount of 5 to 30 pts.wt. to 100 pts.wt. of the polluted soil or sludge. The cement-based solidifying material containing the admixture can solidify soil or sludge polluted with harmful substances including hexa-valent chromium to reduce the elusion of the hexa-valent chromium from the solidified product.
