<p><P>PROBLEM TO BE SOLVED: To record and manage statistic information (summary) per arbitrary key of a host or the like. <P>SOLUTION: A packet measuring portion 101 measures coming packet data. A statistic recording portion 102 counts/records a summary concerning a key to be monitored on a summary table 107. Either in the first case where a summary recorded for a key which has updated a statistic meets a predetermined standard, in the second case of every period, or in the third case where every time the number of keys registered in the summary table 107 exceeds a threshold which can be set, or when two or three are combined, a summary concerning a part of keys or all of the keys on the summary table 107 is outputted to the outside.
