PROBLEM TO BE SOLVED: To improve correction accuracy of distortion correction of scan images. SOLUTION: The present invention relates to an image distortion correction device which corrects distortions in a scan image resulting from reading a book document placed on contact glass by means of an image reading means, wherein whether a page external form exists within the scan image is discriminated by a page external form discrimination means and if it exists, the distortion of the scan image is corrected based on the page external form, if it does not exist, the distortion of the scan image is corrected based on a ruled line or character line existent in the scan image. When correcting the distortion of the scan image, it is first discriminated whether the page external form exists within the scan image and if the page external form exists, the distortion of the scan image is corrected using the page external form preferentially rather than the ruled line or character line.
