PROBLEM TO BE SOLVED: To provide a judgment device and a judgment method capable of automatically judging whether or not contents of dialogue are official or private based on sentences, phrases, paragraphs, words, or the like appeared in the dialog, and to provide a telephone exchange and a telephone switching system capable of judging whether or not the contents of the dialogue are official or private using the judgment device so as to suppress private usage of public communication facility. SOLUTION: The judgment device 1 accepts audio data of a telephone call from the exchange 2. Dialogue data including text data are obtained from the accepted audio data by an voice recognition part 13. It is determined that the contents of the dialogue are official or private depending whether or not linguistic units are detected from the dialogue data of a control part 10 using the linguistic units, such as predetermined sentences, phrases, paragraphs, words, or the like recorded in a recording part 11. The exchange 2 outputs regulation guidance voice to the telephone call or forcibly disconnects the telephone call corresponding to a judgment result of the judgment device 1.
