<P>PROBLEM TO BE SOLVED: To provide a method to safely and easily remove contaminated soil, especially soil contaminated by radioactive material, at low cost and a two-liquid type urethane-based coating material used for the method. <P>SOLUTION: A method according to the present invention sprays a permeable elastic coating material on soil to harden the soil, thereby forming a solidification section containing radioactive material. Then, the solidification section containing radioactive material is separated from a ground surface, thereby enabling decontamination of the soil. The method can prevent the radioactive material from scattering as power dust.
