Disclosed are a composite panel for a ship and a manufacturing method thereof. Multiple composite panels are coupled to a frame installed in a deck of a ship to reduce resistance like a resistance reducing device. The composite panel comprises: a body part which has a plate-shaped core and a plate member made of a fiber reinforced composite and welded to the outer surface of the core; a fastening part which is formed on the outer side of the core along the edge of the body part and is formed by stacking multiple plate members; a lamp part which is formed between the body part and the fastening part and has an inclined surface for connecting the outer surface of the body part to the outer surface of the fastening part; and one or more pins which are inserted into the body part in a thickness direction.
