PROBLEM TO BE SOLVED: To provide a radio base station device, a radio terminal device, a communication control method, and a communication control program that are capable of achieving stabilization of communication by discriminating a cause of disconnection of communication connection between the radio terminal device and the radio base station device or suppressing the disconnection of the communication connection.

SOLUTION: A radio base station device 101 includes: a measurement information acquisition part 11 for acquiring measurement information indicative of results of measurement by a radio terminal device 202 in a period from disconnection of communication connection between the radio terminal device 202 and the radio base station device 101 to establishment of new communication connection by the radio terminal device 202 with the radio base station device 101; and a discrimination part 12 for discriminating whether a cause of the disconnection of the communication connection is interference between radio signals transmitted by a plurality of radio base station devices 101 in a communication system based on the measurement information acquired by the measurement information acquisition part 11 or not.
