PROBLEM TO BE SOLVED: To reduce bleed air from an engine, enhance a fuel consumption, to provide a lightweight and compact system, and enhance reliability. SOLUTION: Bleed 1 is taken into a head exchanger 3, an evaporator 5 using a refrigerant of a VCS 51 is arranged in the downstream of the heat exchanger 3 of an ACS 50, air cooled therein is dehumidified under high pressure in a high pressure water separator 13, it is heated by a reheater 14, it is adiabatically expanded in a turbine 15, and moisture contained in it is removed perfectly in a low pressure water separator 17. The resulting dehumidified air is mixed with one portion of air of a cabin 20 in a mixing chamber 18 to supply fresh air of a comfortable temperature to the cabin 20.
