PROBLEM TO BE SOLVED: To provide a tunnel boring and lining method and device whereby the cycle time of tunnel boring and lining work associated with construction work based on auxiliary construction method can be reduced, contact accidents in a shaft during the replacement of equipment can be avoided, and the cost of equipment can be reduced. SOLUTION: A processor for boring a tunnel by means of a free-cross-section excavator 1, a processor for lining the tunnel, and an auxiliary construction process for performing auxiliary construction work on the tunnel after boring by use of equipment for auxiliary construction work, such as a boring machine 6, held attached to the boom 1a of the free-cross-section excavator 1, are repeatedly performed, and the equipment for auxiliary construction work is removed from the boom 1a of the free-cross-section excavator 1 during the period between the auxiliary construction process and the boring process, so that the need to the free-cross-section excavator 1 and the equipment for auxiliary construction work alternately on a working face F or to change the equipment for auxiliary construction work is eliminated.
