<P>PROBLEM TO BE SOLVED: To enable a fuel cell to be surely heated above an operable temperature by a heating means operating by power fed from a storage battery, in a fuel cell system heating the fuel cell before starting its operation. <P>SOLUTION: When a key switch is operated to an off-position, operation of the fuel cell 20 is continued to continue charging of the storage battery 30 until its charging state reaches a maximum value of a normal control region.
