An apparatus and a method for driving a plasma display panel are provided to improve image quality by varying the width of a scan pulse according to the existence of data. A plasma display panel displays video data. A data detection part detects the existence of the video data supplied from an input line. An average luminance level calculation part(142) generates an average luminance level signal corresponding to the step of the number of sustain pulses supplied to the panel. And a timing controller(144) varies the width of the scan pulse supplied to the panel according to the existence of the video data, and also varies the number of sustain pulses supplied to the panel in response to the average luminance level signal. A data extraction part(130) extracts the video data in a unit of one horizontal period, and a load judgment part(158) generates a judgment signal by judging the existence of the video data.
