PROBLEM TO BE SOLVED: To allow a movable mass to reciprocate within an allowable stroke range even under large input. SOLUTION: The movable mass 3 which can be reciprocated by an actuator 8 is provided on an aboveground structure 1a. An acceleration sensor 9a is provided in the aboveground structure 1a, and a movable mass displacement sensor 11 for detecting displacement of the movable mass 3 is provided on the actuator 8. A vibration control control part 12 is provided for determining a displacement command c to the movable mass 3 such that the displacement is contained within the allowable stroke range on the basis of input signals from the acceleration sensor 9a and the movable mass displacement sensor 11, and a displacement control system 13 is provided for issuing a drive command to the actuator 8 on the basis of the displacement command c and input from the movable mass displacement sensor 11. When there is shaking in the aboveground structure 1a, vibration control of the aboveground structure 1a is carried out by driving the actuator 8 by the drive command from the displacement control system 13, and carrying out reciprocating drive of the movable mass 3 responding to the displacement command c from the vibration control control part 12.
