PROBLEM TO BE SOLVED: To provide a torque limiter which achieves a reduction in machining cost. SOLUTION: A hysteresis material forming a torque limiter is formed in a cylindrical shape by bending a longitudinal metal plate 31 having a prescribed width W and both ends, abutting both ends 33a, 33b to each other to mutually connect them.
