PROBLEM TO BE SOLVED: To provide a toner and a developer excellent in cleaning property and low-temperature fixability and capable of forming a high-quality image. SOLUTION: The toner includes at least a modified layered inorganic material in which at least part of interlayer ions is replaced with an organic ion as a toner composition, wherein the toner is surface-coated with a fatty acid metal compound. The toner is prepared by coating a surface of toner base particles with a fatty acid metal compound and depositing an external additive different from the fatty acid metal compound on the surface.
