PROBLEM TO BE SOLVED: To provide a disk manufacturing device by which an adhesive at an outer circumference part is removed partially so that a center of gravity is closer to a center by incorporating an eccentricity check in a disk manufacturing process to correct the eccentricity, and also to provide a disk manufacturing method using the disk manufacturing device. SOLUTION: The disk manufacturing device is a manufacturing device for a disk made by sticking two or more substrates together, and has: an eccentricity measuring part for measuring the eccentricity of a disk intermediate structure composed of two or more substrates with an adhesive applied between them while allowing a very small amount of the adhesive to go beyond an edge; and an irradiating part for irradiating light for partially hardening the adhesive or preventing the adhesive from being hardened so that the adhesive goes beyond the end part of the disk intermediate structure with less eccentricity in accordance with the measured eccentricity.
