PROBLEM TO BE SOLVED: To provide a 7C alcohol composition exhibiting good properties including either or several of cold resistance, heat resistance and an electric insulating property, and also a phthalic diester plasticizer composition comprising the same. SOLUTION: This 7C alcohol composition for plasticizer is such that in chemical structural formulas of the alcohols wherein all hydrogen atoms are omitted, the sum (hereinafter referred so as 'WI') of minimum chemical bonds of one atoms to another with respect to all combinations of any two atoms is calculated, and the value of WI is averaged based on the composition by weight of individual 7C alcohol components to provide a weighted average (hereinafter referred to as 'WA') of 71<=WA<=84. Further, the sum (WI) is calculated in a similar way with respect to phthalic diesters of the respective 7C alcohol components contained in the 7C alcohol composition, and a weighted average (hereinafter referred to as 'WP') obtained by averaging the value of WI based on the composition by weight of individual 7C alcohol components is such that 1930<=WP<=2140.
