PROBLEM TO BE SOLVED: To prevent the generation of a trouble in the normal driving operation in a sudden turning time in the no trouble condition of an electric system, by preventing sudden braking even though there is a trouble in the electric system. SOLUTION: A steering lever 16 and a brake pedal 18 which put out the operation signals in order to operate the clutch and a brake provided to the left and the right driving wheels; a controller 15 to put out control signals in order to control the clutch and the brake depending on the operation signals; electric-hydraulic convert parts 5 and 6 for clutch which engage or release the clutches 1 and 2 by putting out the hydraulic powers proportional to the control signals from the controller 15 to the left and the right clutches 1 and 2; and electric-hydraulic convert parts 7 and 8 for brake which combine or release the brakes 3 and 4 by putting out the hydraulic powers proportional to the control signals from the controller; are provided. A throttle 48 which reduces the hydraulic pressure to maintain the release of the brakes 3 and 4 gradually when the control signals from the controller 15 is stopped is also provided.
