PROBLEM TO BE SOLVED: To provide an impact reducing member, capable of preliminarily changing flow characteristics by changing an external magnetic field according to an impact input signal from the outside. SOLUTION: The impact reducing member is composed of a composite material including a liquid, a fiber having a diameter of 15μm or more and a length 500μm or more, and particles, at least a part of the particles having magnetic property. A liquid, nylon woven fabric 5 as the fiber and the particles, and a mixture 6 of the particles are filled in a bag-shaped sealed container 7, and sealed by using contact bonding parts 8 to form a sealed body.
